Help with manager leagues

When i started my save I only selected the two Dutch leagues does this mean I can only manage in the Dutch leagues or national team not anywhere else ?

Yes. However you can change the leagues from FM> Add/Remove Leagues

Yes. However you can change the leagues from FM> Add/Remove Leagues

Bear in mind these changes will only take place when the Leagues regenerate at the end of the season.
