Scouting the rest of Europe

I've been promoted to League 1 from BSN over the course of a few years, yet I can't scout anywhere outside of France and the UK yet.

Anyone know why this might be?

i think thats just a standerd thing mate, same thing on my game when i got blyth up to championship... could not scout outside of uk and france untill in the chapionship
