Welsh Teams in Europe?

Now that the demo is out, I need to decide a team to play as. Originally, this was going to be Colwyn Bay, but then I spotted a potential flaw. As they play in Wales but the Welsh leagues, would they be able to qualify for Europe if I ever got that far? I think when Cardiff qualified for the UEFA Cup a few season ago they needed to get special permission to participate. This may be problematic as it is very specific to real life and might not be coded into the game.

So, can anyone who has experience with Cardiff, Swansea etc. tell me if they can qualify for Europe via the English leagues?
