im at premier league nw.. just got into this league this season.. doesnt seem like council block it..when i put my cursor over the " expand stadium" it says it has been used recently.

why isn't my board allowing me to click on the stadium at the boardroom request page - build new stadium, buy stadium, expand stadium, relay pitch? It says it has been used recently, but from what i remember, i haven been able to click that for like a season long already.
