Why can PSG have so many 'foreign' players?

I'm playing as Monaco and i can only register 4 'foreign' players for Ligue 1 ('foreign' = south american)

They have like 8... all played matches.


What are the rules for it in France?

How long does a player have be in Europe so he isn't 'foreign' anymore or how does it work?

Not sure mate... Maybe there is a limit to how many you can sign and register per window?

Edit* apparently African players do not count as foreign players in French League..... Not sure if this is true.

They more than likely have duel nationality of a European nation but are declared for their Birth Nation.
