was wondering if anybody could help with this database as it is no longer working with FM 15.3.0 update.

the required number of teams need to be edited but not familiar with the process of doing it.

I appreciate that but I have tweaked this database with a lot of other edits as in player creations and my local team added, so his fix wont necessarily help me as I will lose all my data, wont I?

You can always, use his and merge your into it, should give you his base and your changes.

Failing that, whats the error?

the error I am receiving is that the minimum number of teams that are set for the division are incorrect this is happening on 5 of the divisions.

Sould be in the divison list on the left. you can set the min/max teams. You'd need to change the min or remove it for each division it occurs in. I think its the general sub drop down..
