scout report ? it is really suggests the player potential and ability ?

when your scout make a scout report for exmaple player x and he tell you he have 2.5 stars current ability and 4 stars potenital ability and then when i buy him for my team he will become one star in the *** manager report ? why is happening this ? whom should i trust the scout or *** manager scout has judging current ability 11 and my *** manager has judging current ability 10 - anyone have any suggestions ? and what all is about the attributes or scout report ?

scouts are more accurate, but the *** man is just comparing it against all other team members.
