Develop a certain player

How to do it? I've seen in a topic that Raikan made Harry Kane a wonderkid, how am I able to develop the players that great? Of course by trainings, but what should I do in training panel.

Game time
Teach him PPM's (Unsure of this one as it might take away from his training at a young age)

The basics are - 2 tutors to change his personality and mental skills, loan to a team with good facilities that will give him playing time to increase his physical skills; and playing time, good training facilities, coaches and individual focus to increase his technical skills. Correct me if I am wrong.

Preferred move, eg. 'Tries Killer Balls Often' 'Cuts Inside' 'Dictates Tempo' etc..

I've been trying to use these PPM's in the past but it doesn't give me the option to with any player.
