FM Scout Growth Potential

For those of you who have tried FM Scout, there is a column for the Growth Potential/ Growth Rate Probability.

Is this accurate?

Will players with high PA and low GP, be a "promising" player but never become the best they can be?

i think last year they had a star system for that
profesionalism determination are key for fast player development

So does it mean the players take longer to reach their PA or they cant reach it at all?

well mostly they won't reach it, like torric last year for me he would always improve by 1 or 2 instead of 4 5 like his PA says
btw why you even use Genie scout?
