You have two great keepers here and both are by far good enough for the SPL standard. McGregor should be first choice and its up to you if you sell Alexander for a younger option and to try and make some money.
Ins - Alex Smithies - £700,000 Huddersfield (If you sell Alexander)
Outs - Neil Alexander (No less than £1,500,000)

Quite a weak position here to be honest. Apart from Bartley, Bougherra, Whittaker and Papac the rest can go really. They are poor players and have no place in the team especially David Weir who is on a high wage and is too old for Rangers.
Ins - Chris Smalling - Loan Man Utd and Michael Ball who is free
Outs - David Weir and Kirk Broadfoot - Released to free up wage bill

Not enough depth but with no money to spend a hard position to strengthen so its really all about keeping all your players and maybe bringing in a few loan signings of you can. Try and get Weiss on loan for season two as he is a vital player.

Get rid of Lafferty he is a liability and cannot score at all. Also Healy is not good enough for Rangers and I would look to get rid of him *** soon as posiable.
Ins - Simon Church - Loan Reading and if you can get Leigh Griffiths on loan from Wolves do it he is amazing in the SPL and Europe. Also Guillermo Franco who is free
