I've created a North American League system and everything is working so far except for the regional cups. They have an unbalanced number of teams so I've created qualifying rounds. I've set the seeds to be determined by division reputation, but so far the game is seeding the teams exactly the same every single year no matter how well a team has done. How can I set it up for, say a 5 team cup, to have the bottom two teams compete in a qualifying round?
