is it possible to be able to make 3 subs from 12 (not 7)??

Ive tried to edit "esp" file in EDITOR DATABASE, replacing "three_from_seven" with "three_from_twelve" but nothing. Im trying anything but league rules say "7 subs 3 available" (something like that)... I tried to holiday a game but also wasnt available to pick more than 7!

Any idea and help?
