How to find good players?

Hello I would like to know how you guys go about finding good players and how I should with Tottenham Hotspur in my first season (LFC Marshall's update). I do not want to use Genie Scout or download shortlists because i consider them to be cheating. I use the best scouts with high determination, motivated, JPA and JPP.

Personally I would be the one who goes though 100's of clubs u18 squads to find the best players when there young and cheap then develop them.

^ Time cosuming. Hire many scouts, (all good, 17+ etc) and tell them each to scout a certain nation, add a max player age of 21, and then order by scout recommendation. A world beating team within years
