For example Fulham always used to have a media preditction of 18th place while West Brom always seem to become really good has any of this changed to like the current league standings?

Players CA and PA will have been altered depending on what the researchers have seen since 9.2. Not sure what team predictions are based on to be honest. It's certainly not necessarily on the players they have got.
