Help "Cannot Run Game: Failed to set up copy protection system. Error: Code: 0"

I have downloaded the disc and whenever I try to launch the game I get the following message "Cannot Run Game: Failed to set up copy protection system. Error: Code: 0" can anyone help me with this?

Have you done the old verify game cache via Steam?

I've actually googled it, and it's only bringing up the problem when people have problems with illegally obtained copies....

No I bought the game legally when it was released, but haven't played it in awhile. Opened it up again today and got the same message. No solutions at all?
