Is this Wonderkid List reliable/accurate?

The most prominent result when I good FM2014 Wonderkids is a list provided by FMScout, which lists players based on ratings from 70 to 80s. However, my ingame Scouts seem to disagree with the list in quite a few cases. I am not sure if I should trust my scouts more or the list.

I don't know how the rating system was derived, and if it is reliable, and also I've seen people mention things like 'so and so is a -9 player', what does that mean?

Some advice/clarification would be much appreciated!

Firstly how correct your scouts are will be determined by their ability and potential ability ratings, obviously the higher the more exact your scout will be.

-10 means that the player has the potential to be one of the best in the game, depending on circumstances, training, playing time etc.

-9 means that the player is assigned a random PA between 150 - 180, while -10 is between 170 - 200. Im not 100% sure of those numbers, but i know they are close to that.
