Need an English Center Back

About to start a new save with Liverpool and wanting to buy a CB.
I know normally people go for Éder Álvarez Balanta but I'm looking for someone different.

Here are my requirements:
Nationality: English
Age:​ ​Below 28
Budget:
15,000,000 pounds (asking price)

I was thinking Steven caulker but hasn't he just moved clubs so won't be possible to buy?
 
Are there any other good english players for defense? need to up my home grown quota haha
 
I would suggest John Stones from Everton, but as your Liverpool this could be difficult. Harry Maguire gets pretty good, but don't think he's strong enough to slot straight in. Gary Cahill and Steven Caulker maybe, although the latter has a few obvious weaknesses.

Phil Jones is another suggestion, not as good on this as in previous games but once again as you're Liverpool buying from United is going to inflate prices.

That's a good point I hadn't thought of that. English CBs are pretty thin on the ground unfortunately and you being Liverpool does sadly limit your options. I know you don't want Balanta, but he is a cracker of a player.
 
Ryan Shawcross? Dunno what his value would be, though..
 
Caulker is a solid english CB. Stones can be a great one but he was expensive for me, cost 25m+ pounds.
Phil Jones is class but as Liverpool, there's no way Man U will want to sell to you for a reasonable price.
 
Caulker will move again. Chelsea just paid £10mil for him on mine.
 
Liam Moore is a really good shout he always seems to turn out good.

Kyle Bartley, do not listen to your assistant, buy him and play him. He will be a very trusty and solid center back. He cost only 1M Euro, but believe me, you will not be disappointed. Train him quickness first. In two-three months he have 14 both acceleration and pace.
 
Anyone tried Harry Maguire?

I bought him second season to play backup in my spurs team. He is a consistent player and chips in with a few headed goals! I'd reccomend him; even though your Assistant manager my not agree!
