The first step to success in the lower leagues is money. With money you can recruit better players, with better players you should be able to improve results, win competitions and over time, improve your rep.
At low leagues IMO it is better to go for the FA Trophy and Johnstone's paint trophy rather than focusing on the FA Cup/League Cup. Firstly they' are easier to win but it adds to your reputation as a manger as well. Secondly your more likely to get TV exposure which =$$$. And it's more of a reputation boost to win these AFAIK than to reach the quarter finals of the bigger trophies
