Work Permit despite playing at club for two seasons

I have a 21 year old American player at my club in the Irish Premier division for 2 seasons. He's been my star player.

Now with a contract renewal, I'm being told he is being denied a work permit.

What's going on?

work permits depend on reputation and international appearances in fm 12

30 U20 Caps but no senior caps. Would that be because he turned 21?
