top European leagues, preferably a decent side in the lower divisions who i can build up or one with a bit of history e.g portsmouth, wimbeldon

top league in england, spain, germany, or Italy with a nice mid-table team with some money so I can build with them and it's not too hard OR a team in the 2nd or 3rd division of those countries who are financially well off and won't be too hard to promote them to the top league
