I know that last year UEFA announced that yellow cards for semis in the Champions League are wiped, does anyone know if FM applied this rule to 15?

I think i found the problem being that they wont loan to a club in the same league or rival

i found a few players that i want to sign to help me out. I look at their statuses and they are listed for loan. I go to make an offer and the loan option doesnt even show, and i even tried to do it through the director of football and still the options doesnt even show. Im playing as Monaco if...
