I wanna get this player on my team for loan, but when I make an offer, it only says trasnfer offer? I'm quite confused with the game actually.

As the subject says, can I do that? or only head coach? I'm starting unemployed and on the Job Centre, i filtered it to assistant coach hoping i could apply to be one but it doesn't give me any option? Only Apply ALL
