say if were to choose the English and Spanish leagues as my playable leagues, does that mean i can only buy players from them leagues?

i'm starting a new season with a team with not a lot of money as a challenge, i was wondering what players i should get on loan or for free? suggestions..?

i have around 2 and a half million to spend on players that will allow me to gain promotion to the premiership, any suggestions? Also, I'm not sure whether to play 4-5-1 or 4-4-2.
