Not to me but I know someone who has. Quite funny really. I'm sure every outfield player has a keeper rating, too.

Improvements in the graphics (3D), press conferences, and maybe a chance to be a player/manager, sort of like Be a Pro on FIFA with the Managing game.

So far Ive won 2 out of 3 with it, losing away only to Everton 1-0! That darn Yakubu! A great tactic though!

I don't think so... it's most likely that the only way to get more (and better) staff is to get rid of not-so-good ones, already at the club.
