Honestly, I would use the filters as a guideline rather than something you have to strictly follow, just try to get a close as you can. It's not the end of the world if your players don't have all the recommend attributes, I've used players that don't and they still perform well.

As far as I know, it's completely luck based... I think you've just been unfortunate. I usually just use the auto select button and still win most of the time.

What year are you in? What's your budget?

I've found players at that age will only continue to develop well if they're getting regular first team football, otherwise they kind of stagnate and not grow much.
