HELP! I start the game up and it says: Steam servers are too busy to handle your request. Please try again in a few minutes, i waited 3 minutes and it still didn't work, so I waited 3 minutes again.. done this 3 more times and it doesn't work

it says: always keep this game up to date

where do i do this ?

i went on the 'start new game', looked at the options and it has default, 11.1 and 11.2 but not 11.3 is there a reason for this ?
