I bought Veloso for 16 mill os sporting, his stats are great, but plays brutal. Does anybody know if he gets better with time?

Can anybody help me with this? Who are the best prem clubs for stadium expansion? I got to 60,000 with newcastle and city, but then could not increase anymore. Does anyone know of any clubs bar united that can go Bigger?? or can u build a new stadium in fm 2009? thanks
