The inverted winger training helps the player train more attributes than the wide midfielder. Thats probably why.

Even the difference between stormcaller v13 and v14 makes big difference. I suggest stormcaller v14 all the way!

I was having the same issue but there is an another tickbox in the responsibilities screen you're probably missing. It's called something like Manage Friendlies for U18 Team. Once I gave the responsibility to the U18 Asst. Manager, the issue was resolved.
