What are your thoughts on this regen, sadly i cant get him.

I have seen a great brazilian regen with 6+ stats that are bright blue in the technical section, hes only 16 i think. However i cannot sign him because he needs a work permit that cannot be granted. Is there a way that i can sign him?

I want to start a new career with a team that has most its player already on high morale, does anyone know if there are any teams like this?
