Here's the way to do it:
1: Fire up FM touch in your PC
2: Load tactics and cross-save in the cloud
3: Lod game from iPad, the tactics will be there

Keep them at your club!
I rarely loan out players for development purposes. There are several reasons for this:
You cannot control their training and PPM's
You cannot control their tutoring
The other club will likely have worse facilities than my own.
