I haven't upgraded my youth recruitment/coaching in like 3 seasons but my training facility is currently being built. So I'm not really sure why they refuse to upgrade

Hi guys, I was wondering why I couldn't upgrade any of my youth facilites, I've attached screenshots and I hope someone can help me figure this out. Thanks in advance

Ooo, ok thanks for that. Like it was really weird for the board to be refusing me as I'm the manager for spain as well so it;s not like my reputation is laking,

The problem is is that my youth recruitment and junior coaching is only average while my training facilites are excellant

The option just isn't showing up to convince them to upgrade, the only option is cutting back. Not sure why as the club has stable finances, etc ,etc

As the title of the thread states, it would be very much appreciated if someone could help me with upgrading my junior coaching and recruitment network. Last season with my club I won the German Cup, First Division Title, and the Champions Cup. The problem is that my board refuses to upgrade...
