So I've got my board to agree to build a new stadium the planning is all done but no construction work has started and now I've got the option to ask the board again for a new stadium!? Anyone else had this?

I have the same thing planning is complete but no construction work yet and there is the option to ask again for a new stadium, I'm slightly confused
