Ok after playing around with my tactic and further searches online it appears this fluidity is calculated and set based on your tactic and cannot be independently changed.
Player roles have now been altered and my team is "very fluid". Immediate progress seen in the next game.

I can't find the way to change team fluidity in FM21 - I am stuck on structured which means I'm totally reliant on my front 4 scoring every goal. CMs don't join in with attacks at all and very little rotation of positions in general play.
Can anyone point me in the right direction to...
Good to see the marketers have a bit of sense by lowering the price for the Americans.

The game doesn't have rights for the German national team, the team you see in the game have the same stats as Ozil, Gomez, Neuer etc.
Compare Ozil to the 23 yo AMC and they will be identical.
