Preston North End signed both Andy Little from Rangers and Jordan Hugill from Port Vale on 2 year deals.

I dont know exactly how Player potential works but Josh Brownhill from PNE had a great season at 18 and was looked into by big clubs like Liverpool earlier in the season. Currently only has 1&1/2 potential probably deserving of a higher one.
