I have tried editing the xml file but it just comes up as a blank row on the filter list.

It doesn't let you filter by continent.

I think this might work. Go to Nation Rules - Scotland and remove the Scottish Third Division and create a new competition. Add the third division teams to the new competition. Put the new division back into the league system, add a relegation playoff with the bottom team and 3 from the division...

I didn't merge it and it still worked for me. When I loaded a new game, I used default database and clicked the 'Change' button next to the Editor Data thing. It gave me a list of my saved databases and I could select as many or as few as I wanted.
