I think that it just might be possible if you do get enough players, however I'm unsure of the game actually generating enough players if the nation's league is unplayable. For a quick answer try enabling that nation's domestic league, which should generate a lot of players from that nation, so...

Are you using some sort of logo pack? You should try and deselect 'use skin cache' and select 'reload skin on confirm' in the display tab in preferences, that should do the trick. Do tell.

In that case I think you can make a bid, you only get him when his loan deal ends. However usually when there's a up front fee there is also a future fee, but I still think it's the future fee that determines this.

Most common reason for this is the player being on a loan with a future fee clause. And only reason I can think of, actually.
