Not sure about fining a player for poor performance but you can warn them about it. Go to the player and then Interaction>Warn Player>Criticise Last Game

Think its to do with what leagues you've got playable and the size of your database. I've got Holland, England, Scotland, Italy, Spain, Germany, Portugal, Brazil, Argentina, Russia, USA, & Belgium playable with a large database and those staff are all there.

Would play Suarez or Gerrard there myself

Try bidding for the player & getting it accepted & then see if he'll negotiate a contract with you. I managed to sign Fellani from Everton in one of my Liverpool saves after he got transfer listed. Thought i'd do it as a bit of punt, he wasn't interested in joining so i thought "What the ****"...
