Generally, whoever does massive edits/databases generates XML in the specific format for the Editor to read and then generates the playable database. I don't know of any tools to generate that kind of data available to the public.

For FM24, FMBase's tactic testing has yet to be implemented. There have been various changes in FMBase's management recently, and I'm working on the new version of FMBase containing the latest(hopefully improved) tactic testing! Hopefully, everything will work for the better

It's not in beta, it's been released November 6th. As if it's worth or not: you can try it with GamePass (like 1$ for the first month iirc) if on windows, or Apple Arcade if on Mac!
