They can still make changes. FM15 ME was very different to 16. 16 and 17 feels almost the same. They don't need to start from 0 to fix problems of a previous ME.

This is how my season finished when I used this tactic. However, the following season in the PL was a little rough, unless you have a strong team you'll concede a lot of goals, especially away from home.
