when signing staff it wont let me exclude unrealistic targets, only my own staff, makes it proper hard to sign any stuff as most will just reject me

It wont let me exclude staff that are well out my league like th last fm's. Only lets me exclude staff from my own club (preston) yet recommending man utd, madrid coaches etc..
