You must use Editor. Then add nation rules and add Grenada League. Then you will get all clubs from the nation, all players and might get good regens in the future.

I will be using editor to activate the league, it's not cheating IMO. Once I tried managing a team from Danish 3rd division and they were amateur. Got good players and during the first transfer window in January they all got signed by better clubs.
