Why is the german national team allways made up off random players?

I have 14 mill to spend and feel the team needs a bit of flair in the middle and some to put the ball in back of the net.

Was wondering if he is actually any good as i have got him coming to my fulham team when his contract runs out?

I Need a few a players to help bolster my team as you probley no fulham are underated on the game. I have 16 mill to spend due to selling a few players. Would people be able to suggest some players that might be able to help me out thanks.
