Are there any cheaper good players , those players are quite pricey ?

Hey I've just been promoted as southampton to the preimership in my 4th season , my team is lacking in AM particularly in AML and AMR and up front . Was wondering if anyone could recommend any good signings i have about 28 million to spend. Cheers
