Even if you declare interest, it is not guaranteed you will be offered the job. Or they might offer you the job even if you deny interest. However, yor chances seem to be slightly higher if you show interest, and lower if you deny it.

Not really, to make it to the top you should improve all areas of the club, they should have around the same importance. As for the stadium, your job is to request the improvements, their job is to improve it... Just like Redders said, as long as both sides are doing their part your club is...

Those two seem to start very far apart, with Everton being your best option. Around that level, you might also want to try Aston Villa or Wolves. Best team around that level maybe Newcastle, and if you want a real challenge try Stoke.
