I've had supreme consistency for 5 seasons with Porto, even with a chop/changed youngster team and a 2 man backline. TBF, domestic success shouldn't count. But my European form has been consistent with QF/SF and 1 CL win in 5 seasons. So consistency with 1 tactic is possible.
My wingers/inside forwards score less, yeah. They were scoring upwards of 20 goals a season. Tad unrealistic. But my striker now scores much more. Fixed it by adding a big brute up front, Lewandowski/Falcao mold. Carves out space, bullies defenders and allows other players into the game.

I haven't done Brazil, but I have done a Chilean file which I thoroughly loved. Paying such low wages and achieving great continental success was one of the best things I've done in FM. I haven't re-visiited it in FM13 yet, but this is more motivation.
