Is there a particular number of caps which are required for a W/P or is it just luck-of-the-draw? Would loaning him (And others) out only work in other countries (i.e not UK) due to the same WP rules applying?

Go for Huddersfield. Sometimes get a really nice budget if promoted to the PL and would be a decent challenge. I may be biased though :)
