He's got very good attriubtes to play the strikers positions in the tactic but he hasn't got Natural raiting for STC position so you need just train him to play STC position and I'm sure he'll do great there

It looks like a bug to me, or maybe, you are using the pirate version? :) I'm sure that it shouldn't take more than about 1.5 month to get any tactic fully fluid from 0% to 100 %

of course, rainy weather drains Stamina faster and short passes' accuracy is poorer
