the yellow sign say that I have to many clubs in the two lower leagues. but when I look in the editor files i can see know problems.

Hello I have created to different country's and the are playable each on their own. but when I try to play them together I can only start one of them, the other one you can see but are unplayable. somebody who know what I´ve done wrong and can help me, it would be very appreciated.
