A team thats not in any major leagues like premiership seria a, liga bbva ect.. with 5mill or more to spend, and they have to be in europe so i can qualify for champions league.

Can a reserve team grow to play in proffesional leagues? for example barcelonas reserve team play in the league below them. so can for example liverpools or manchester uniteds reserve team play in the championship? has anyone ever done this? thanks.
