I had the same thing, even with no preset requirements my scout found no players for almost a whole year. Then he brought in 296 reports at once. Guess it was some kind of bug? Seems to be working again now after a full year though. Bit long to wait but atleast I got some reports finally

Haven't seen anyone else ask this yet so maybe I messed up a setting somewhere. But on the training screen I can't move the scheduling slider, how do I fix that? I want my team to get atleast accomplished with my tactic but its going to take a full year if I can't move that slider.
